New drugs reach patients more quickly: 80% of new medications are covered by national health insurance within two years of launch.
On the morning of May 18, the State Council Information Office held a series of thematic press conferences under the theme “Authoritative Departments Discuss the Start of the New Year.” The National Healthcare Security Administration provided an overview of health insurance enrollment and the regular adjustment of the national reimbursement drug list, among other topics.
The national medical insurance catalog has adopted a regular annual adjustment mechanism, enabling new drugs to reach patients more quickly. Over 80% of newly approved drugs are included in the catalog within two years of launch, with some even being added in the year of approval. This rapid integration into clinical practice ensures that companies receive appropriate returns on their upfront R&D investments, significantly boosting their incentive to innovate.
Li Tao, Deputy Director of the National Healthcare Security Administration, stated: Over the past five years, a total of 618 new drugs have been added to the national reimbursement drug list, covering clinical treatment areas such as COVID‑19 infection, oncology, cardiovascular and cerebrovascular diseases, rare diseases, and pediatric medicines. A large number of drugs with novel mechanisms and new therapeutic targets have also been included. Among the top 20 highest‑cost items in medical institutions, there are now very few ancillary medications with uncertain efficacy or prone to misuse; these have been replaced by therapeutic agents for major and chronic diseases. The current version of the national basic medical insurance drug list comprises 2,967 items, spanning all clinical treatment domains, thereby better meeting the medication needs of insured patients. In collaboration with the National Health Commission, we have introduced a series of policies, including the “dual‑channel” system for negotiated‑price drugs, to support the effective implementation of the drug list. As of the end of December 2022, 209,000 designated medical institutions nationwide were equipped to dispense drugs listed under the negotiation process.
